As in can one recite surah with sajdah on obligatory solat & still do it or not?

Yes,it is sunnah to do sujuud when you recite a verse of sajdah either inside or outside sallah

Yes, one can do this.
The prophetصلى اللّٰه عليه وسلم did both.
However, it sunnah that one should try to do because of the hadeeth of Abu Hurairah in Muslim encouraging it and stating that shaytan cries when one does it.
And the hadeeth of Abu raafi' in Bukhary and Muslim that Abu Hurairah did in salaat.
